Welcome to the Early Childcare and Education Leadership Essentials of Governance, Finance, and HR course!

When working alongside our First Nations people, you are a guest on their lands, and you learn what they want for their children in that Nation/Community, Village, or program.
This openly accessible course site is part a set of open educational resources designed specifically for early childhood education (ECE) leaders and managers in British Columbia, Canada. The content, activities, and examples are grounded in the policies, frameworks, and practices relevant to this region. While we recognize that participants may access these open courses from anywhere in the world, it is important to note that the information presented reflects the BC context. We encourage participants from other regions to consult their local policies, governing bodies, guidelines, and regulations to ensure alignment with their specific practices and professional requirements.
We will also explore First Nations in BC and how various resources are designed specifically for First Nations ECEC Leaders/Childcare Managers/Supervisors. Within First Nations, governance has its own policies, frameworks, and practices that reflect the uniqueness of a Nation/Community and its cultural and language identity. (revitalization) We have many Early Learning licensed programs in the province of BC, and we review how this information will be relevant in First Nations communities here in BC. We encourage you to connect with the local First Nations /Band/Tribe or community or program regarding their own policies, governing bodies, guidelines, and regulations to ensure that it meets the needs and supports specific practices, cultures, language and traditions that support that Nation.
This 32-hour course provides topics relevant to administrative leaders in early learning and child care. It provides an overview of governance models, financial management, and human resource practices essential for effective leadership in early learning and childcare settings.
Participants will explore various governance structures, including private ownership, board-run, not-for-profit, corporate, and family childcare models, while gaining a clear understanding of the roles and responsibilities of government regulatory bodies such as the Ministry of Education and Childcare, the ECE Registry, and Licensing authorities.
The course also focuses on financial management, equipping participants with skills to develop budgets, identify funding opportunities, and navigate ministry funding agreements, including programs like subsidies, wage enhancements, $10-a-day initiatives, and supportive child care development funding. Participants will explore human resource management topics, including hiring practices, understanding ECE certification levels, meeting staffing requirements, conducting evaluations, maintaining compliance with labour laws, and adhering to operational and marketing regulations as per licensing standards.
Learning about and where to apply for First Nations/Indigenous/Metis funding, and where to apply for such as: Jordan's Principal funding, Aboriginal Child Care Society. (BCACCS) Funding opportunities, wage enhancement, Capital, minor funding, First Nations Head Authority (FNHA), Aboriginal Head Start, which is for on-reserve funding opportunities, BC Association of Head Start, which is for off-reserve funding opportunities. Funding for and from the local First Nations Friendship Centres, Agencies, Societies, Aboriginal Infant and Development, and Aboriginal Supported Child Development. Federal and provincial government funding.
